I am looking at buying a campervan in England, price 23,00 euos, they will organise the re registering for 3,000 euros. how much will VAT and Customs duty come to?

If the seller is organising the re-registration in Ireland then they would have to pay the VAT and import duty as well as VRT. It wouldn't be possible to register it here without all those things being paid.
If you're just trying to work out whether it's worth paying them the €3,000 fee, then the VAT is calculated as 23 per cent (of the price paid for the vehicle plus transport of it to Ireland) and import duty is 10 per cent.
Make sure you ask what is included before committing to the deal and ensure all the paperwork is supplied.
