Anyone can technically buy a car, licence or not. You may struggle to get insurance for a reasonable price on your own car with a learner permit, but it is technically possible. 

Just bear in mind that you cannot legally drive the car on a learner permit without a qualified driver accompanying you - and they must have had their licence for at least two years.
